Get a tripod, aperture wide open and put the lens on infinity and then turn the focus 1mm back. ISO 4-800 depending on light intensity, then adjust exposure time for brightness.

No flash, ISO 1600, maybe 2s shutter and I'm not sure what aperture (I think 3.2). It's a P&S Canon with a decent all-around lense. I had it sitting on the top of the car, but didn't bother to use the timer since I still had to hold it against the frame. I played around with the settings a bit, so I tried putting the lense to infinity and changed the shutter speed a few times. I couldn't figure out how to change the aperture since I know it goes down to 2.8. I would certainly do ISO 800 or 400 next time since it's way more grainy than it looked on the screen. If I get the chance for another one, I'll certainly have to try your settings.

You need a tripod, much more exposure time, and much less ISO. Dark noise is brutal on little point n shoots, especially with long exposures.

Ah, a point and shoot. The reason why you're getting such grainy images is that the sensor is a lot smaller than the ones on the dslr's. So they're more prone to produce noise.
So keep at it, the small sensor will suffer in low lighting, but occasionally you can get really strong lights.

Usually you don't see the lights within city limits due to light pollution. But sometimes they are really really bright, and if you get so lucky, then it will be really easy to capture them.
