I'll second the Dominican Republic suggestion. My wife and I have been to both the DR and to Cancun/Riveria Maya and we actually liked the DR better. It may have just been the differences in resorts. We did the horseback riding on the beach thing in the DR and it was awesome. We had our own personal Dominican cowboy, it was pretty cool.

Check out applevacations.com and cheapcarribean.com

Both of our carribean vacations were under $2500 for two adults all inclusive, DR was 7 nights, Mexico was 4 or 5.

I will say we mostly stayed on the resorts in both places, sounds like that's not really your thing.

I've heard good things about riviera maya. After my last trip in March. I would stay on the small island off the eastern tip of cancun. Isla Mujeres. Super low key, no crazy clubs, but awesome. Food was cheaper over there too. No big waves at the beach, just calm water to put your feet in.

I have used www.travelbyjen.com before and I feel they had some smokin deals and definately have a lot in your price range. My honeymoon to the Riviera Maya was under $2000 for the flight and all inclusive hotel through them. I loved it.
