How to refurbish these wheels?

I've done a little YT'ing, but nothing I've watched has an "easy" button. Pic'd is the Left Front wheel from my '03 F150... it's the one all eff'd up. Pic of the Left Rear, which is still really good for comparison. I have no idea how wheels are painted or coated, but it looks like the clear-coat on the problem one is peeling off? How to fix? Is it as easy as a compound/polish process and then spray some acrylic clear? Are there wheel-specific products or can I just hand work some Meguiars cutting compound and then polish with same? What type of clearcoat? Or... am I in way over my head and need a pro to tackle this? I don't need 100% factory perfect... maybe just a 10ft job?

Have you looked into a wheel refurb place where you are? I have used one in my area (Wheel Doctor) several times. Used to run about $100 per wheel (last time I used them was about five years ago), they dismount the tire, refinish however you want and then mount the tire again. Keeps you from bothering with nasty chemicals and such-like.

I've had a couple sets refinished, and both times the results were much much much better than anything I managed to do on my own. And the cost was fair. I'll probably never try it again, just pay a pro. But I'm pretty terrible when it comes to paint no matter how much effor I put into it.
