Joe I don't get it, is that a metaphor? If you're trying to ask what the white speck on a piece of black chicken shit is...well...it's also chicken shit.
Besides, chickens can lay enough eggs to pay off deficit. They also don't have arms to wave magic wands around to solve problems.
