This went on for another minute, but was the same back and forth blah blah blah. I was hoping an officer would drive by and maybe ticket him for impeding traffic.

As I read SC law (and some others) it is legal to use it to merge:
(d) Two-way left turn lanes. Where a special lane for making left turns by drivers proceeding in the opposite directions has been indicated by official traffic-control devices:
1. A left turn shall not be made from any other lane.
2. A vehicle shall not be driven in the lane except when preparing for or making a left turn from or into the roadway or when preparing for or making a U turn when otherwise permitted by law.
"from" denotes using the lane to make a left turn leaving that road, but "into" denotes leaving a driveway or other road and turning left on to that road... hence as a merge lane. My reading.

That's the way it's always been in Cali anyway. The lane is for beginning OR ENDING* a left hand turn (*as from a driveway or side road), which implicitly means merging.

They do show the lanes as being marked for left turns only though in the manual.
I've been doing it forever and I'm not about to stop.
I got pulled over for cutting a gas station parking lot, which I know is bad. Figure they'd of stopped me by now if using it as a merge lane were truly illegal.

I call it the chicken lane, because people here are too chicken to completely merge into said lane inside 100 yards, all the while slowing to reliant robin turning speeds...
Lots of our roads here have the chicken lane, and I also frequently play chicken with people who merge way too soon. Yeah, you need to turn left in 500 feet, I need to turn left in 20. Learn to merge, god damn it.

I personally take it upon myself to correct other drivers when they violate the traffic rules. Sometimes I even swerve at them to make sure they get the point. Especially motorcycles passing on double yellows.

I was almost backed into this morning at Dunkin Donuts. The guy started pulling away from the drive through window, and then stopped and began backing up into me when he realized his $.99 coffee coupon didn't go through correctly. So, to save $1, he almost caused us both hundreds of dollars in bumper damage. If he had hit me, I would have got out, grabbed his coffee, and thrown it in is face.
