By definition, if anyone (insurance included) is paying for it, then it's not a victimless crime. Distributing the cost among lots of people doesn't mean there was no cost.

You are right though.. You can now connect directly to a router without even having access to the network. Which means if you left your router password as the default or used "cats" as your pw then you lose. There are still even more ways to do this as well.
