Well, this building was constructed in the 1960s, and to be honest, most of the penetrations are of the "Someone knocked a hole through the cement-block wall with a hammer and chisel 30 years ago" variety. They've already got cable going through them, and so caulking and pillows are really the best solution with regard to fire-safety.
