Are these day or night break ins? Try leaving the TV or talk radio on with the volume audible from outside the apartment when nobody is home, signs of life may well scare away a would be burger. If it's a night break in, some sort of audible alarm that would trigger if somebody tried to get in would give you some advanced warning, even a bell on the door (like many stores have) could save your ***. Don't forget to secure windows too, a piece of wood jammed in there so the window will not open, some sort of apparatus with a bell on it would be good. Nothing beats a dog though, if your apartment allows it.

ADT sign on the lawn.
Dowels in each window.
Warning sticker on every window and door.
Doghouse, a few chewtoys, and water bowl in the backyard.
Leave TV/radio on.

Advanced (including all of the above):
Standalone multi-camera day/night DVR, UPS backup, online.

A quick access safe will keep things safe from the kids, but probably not a determined thief if he's willing to take the time to defeat your safe-mounting method.

there's this ------- crack head who lives in the next house. he's been known to ask to stash stolen goods in my neighbor's car. he's robbed the cvs.
i've seen him drag his gf by the hair for a few feet.
he's a piece of ----.
the neighbor mentioned above moved out and no more than 3-5 days later, he breaks into the downstairs apartment.
before this piece of ---- moved in, i had no problems here, no fear of leaving my door unlocked if i need to go run a 5 minute errand.
now i'm talking to the landlord about the possibility of changing the door hinges and definitely getting a gun.
i've seen him drag his gf by the hair for a few feet.

Take all the precautions you can as mentioned above and get a CCTV DVR system so if he breaks in, you've got him on video. Put the recorder somewhere inaccessible and and hook it to a batter backup (UPS).
Have a weapon handy but don't leave it accessible when you're not there in case he breaks in when you're gone.
You might want to get a camera to watch your parking spot as well if you can swing it.
In the meantime, you can take some of your valuables and keep them somewhere else until this guy goes to jail or gets himself killed. Also, the best thing you can do is give him the impression that you're not somebody to ---- with... I don't know how you'd do that at this point, but figure it out.

in all seriousness, the cameras sound great. i checked on my jeep last night after i found out about this bs. another friend of mine also recommended this. i am going to speak with the landlord later about ways to prevent stuff like this from happening in the future

Factor in your ability to access the weapon while under stress, and the time it will take you. Reduce that time by practicing, just like any skill or procedure.
I'd rather take the extra 5-8 seconds to retrieve a weapon and be fully awake when I hear a window break, rather than instantly grab my .40 from the drawer just in time to fire at my kid who dropped her water glass and at that moment comes running into the room to tell me about it. However unilkely that situation is, if you're so groggy/uncapable of operating a fingerlock, then you probably shouldn't be walking through the house looking for bad guys with a loaded firearm anyways. You can run through your own scenarios about how much time you'll have to react vs. target identification vs. whatever and come to your own conclusions.
Set your alarm for 2am and go to sleep. When it goes off, access your gun and light source (however they are secured), and assume a firing position... then say the Pledge of Allegiance or another hard-to-do-fast phrase. You will be awake.

in order for someone to get into the apartment from the front door, they have to climb about 17 steps.
i am on call at all hours of the day/night so when my phone rings, i have to be awake, not groggy. hopefully this experience will help with the grogginess in a breaking and entering situation.

An apartment that has stairs to access it is a great reason to get a CCTV camera at the top of the stairs. Hell, they even sell fake ones if you don't want to go through the hassle of an actual DVR etc. Mount one and put up a sign "Warning, you are under surveillance" or similiar.
I'm certain you can find them cheaper, but a few of these might do the trick.

My German Shepherd barks (long hair, all black) whenever she sees/hears something out of place, plus she's got teeth and a lust for blood, I know a dog may not be a possibility, but if your methhead neighbor sees a friggen wolf-dog hanging around your apartment, he's gonna find a different place to steal ****.
