Default West Coast Welcome

Greetings fellow spoolin community. I'm from California the great state of smog and emissions.. lol. Anyways I just wanted to introduce myself, I've been a member on here for quite some time but have just been reading posts and trying to de-noob myself as much as possible before I open my mouth, or rather let my fingers fly across the keyboard. I plan on starting a turbo build very soon in which I will start a thread to follow that when I do get in the position to do so. I'm not in the budget just yet, I have some personal affairs to deal with before I start spending money on this hobby. Recently I have been looking around for turbos and whatnot and I figured I'd start with a T25. I hate to say I've been doing this but I've been looking around on eBay. I'm not comfortable with eBay to say the least but once again I'm not necessarily rolling in money either. I came across a seller and I was wondering why the price difference and again why is the first one so cheap. The cheap price scares me away but may I have your opinions on this:

and here is the second I came across that seemed more comfortable, opinions:

It seems both sellers have a lot of good feedback but I'm not an eBay shopper and am not sure about this. Am I looking in the right directions, do I have the right reservations about the first one I posted. Or am I indeed what I wish not to be, a noob.

So I was thinking back on those links that I posted and I don't know why I would have bothered looking at ebay for a turbo. I'm sure they're out there but I don't know very well how to scope them out. Has anyone had experience with this one from ATP.
