Ok ill snap a pic tonight. I had the turbo specd in everything is good on it. I am gonna install the wideband and if everything looks good wire the wastegate shut. If that doesnt work than I am going to remove the sebring timing. But I have a feeling I am running too rich which wouldnt let me build enough heat.

In summation of what I know atm:
Turbo is good

There are no boost leaks from the turbo to the throttle body

The exhaust mani is not cracked

fuel pressure and flow is withing spec

Compression on all cylinders are with in spec.

There are no adj cam gears installed

If the MSD Sebring is not functioning properly

I think this would Def be a culprit that would give me the exact symptoms I have had.

What other mani can I use one this motor with my turbo. I am familiar with Meagan being a half step from generic ebay parts.
Have you gone back over the exhaust and turbo bolts to tighten everything down? Soak all of them in PB Blaster and make everything is gutentight. Leaks before the turbo means it's not passing through the turbo.

After you've confirmed no more exhaust leaks, no holes in manifold. Still can't make boost. I'd free spin the turbo in the morning when the motor is stone cold. You need the MSD timing + stock ecu to retard the timing for when you do hit boost.

The turbo meets all spec as in it was measured with a feeler gauge and micrometer and meets all spec requirements. I confirmed all findings with Tim of Tims turbos and all is well including bearings so we dont have to refer to the turbo anymore as the culprit.

Who knows what you will find. I am not going to buy a functioning part until I find the real problem than once its running good I will get things that are better ie the manifold. I didnt claim it to be an awesome build nor is that my current intention. I am trying to figure out why its not boosting so far its not greddy turbo kit related so buying a new turbo set up will not fix my problem.

Not sure what you're talking with measurements. That doesn't tell me if it spins

Included bearings?

I still think you need to hookup some sort of pressure to the wastegate source, also do this for your boost gauge to test it out. Maybe IT craps at 1psi when you're really doing 5.

Wiring the wastegate shut would be on my to do list as mentioned. You'll know very quickly if it's the turbo or the wastegate causing the issue.

Still wondering how you blocked the BOV port. Flange & bolts?

I used and air gauge to test boost, reads identical to my boost gauge.

I tested the waste and it starts to move around 9lbs and fully opens around 12lbs

The turbo spins freely and does not rub housing hence the feeler gauge measurements

it was just a 8" long 2.5 i.d. pipe that I removed

I dont have pics, Boost gauge is ref off the intake manifold/throttle body.

There are 4 things that could be wrong.

Exhaust gas is getting around the turbine somehow (wastegate issue)

Turbine isn't spinning the compressor wheel (interference, too much backpressure)

Boost is escaping between the compressor and head (intake leaks)

Compressor isn't producing boost.

Check all those things and you will have your answer.

Take pictures. Of the turbo, the downpipe. etc. Everything.

From one picture it looks like the wastegate could easily be caught on the downpipe flange holding it open, becasue of the shitty wastegate design.
