I think you can do it as long as you pay hazmat fees... talk to whoever ships it for you.

Steering wheel airbags for NAs are worthless.
Not worth the hassle.

I know plenty of people that ship airbags. I've also read that it is illegal. As far as being worthless, I've seen them sell for $5 at times, but I sold one to somebody who obviously really needed it on ebay for $80.
