the tires are on the wheels, but can be dismounted.
Wheels:
13x9.5" Panasport C8 wheels 4x100 lug pattern- with a 5" offset. Center bore was tough to measure, but looked like 56mm to me (2.2047 inches)

wheels are in good shape, there are a few SMALL blemishes in the polishing, I would assume if you wanted to do a little work, they would clean right up. really, looks more like water spotting Being on a race car, they never see more polishing then just a wipe down.

When I got these, I thought I was told they were a 9" wide wheel with 0 offset. (or 4.5"). but I just measured the weel width, and its seems to me like 9.5" and a 5" backspacing. see my picture below. I see 5" on the inside, and 4.5" on the outside.
