No your incorrect.
Misrepresentation of actual mileage and then selling a vehicle is a crime.
Changing the odometer to reflect mileage of reconditioned parts is not.
There are forums you get to change the mileage on the title or to exempt your vehicle of mileage.
And of vehicle is ever sold you need to make record of the change. .
Also most states don't even require that forum on cars as old as the na.
So basically Only thing that would be illegal is if you bought it put it in your car and tried selling it as a 0 mile car without informing the buyer.
I rebuild and recondition old muscle cars for a living and do this all time.
buyer should contact the dmv to see what steps need to be taken as every state is slightly different law

Well, it's not illegal then. He took it off to sell it as used parts, not as a vehicle. How can he personally misrepresent the mileage of a vehicle that don't exist? Maybe you are meant to get a drill and set that cluster to match yours.

I believe there's even a way for a person to take a vehicle needing a replacement odometer to the state DMV to even register the discrepancy on the title.

You all make a lot of noise over nothing. Resetting a cluster and then expecting more for it is hilarious, though. If I needed a new one I'd clock it to match my car, not like it's that hard.

When you transfer the title on a car to a new owner, there's an odometer disclosure statement. You write in the indicated mileage, then check a box stating whether or not the indicated mileage is the correct actual mileage.

Every state in the US has some variant of this. It's really quite straightforward.

And as whatshisname (can't see earlier posts on mobile app) said, a lot of states just automatically exempt old cars. The state of New York auto-exempted my 04 when I transferred its title.
