Don't anyone deal with zoomnick, he never sent out the fuel rail I bought from him! And his mailbox is "conveniently" full when I go to message him.

I bought a thermostat housing from him and I never got it either. I PM'd him a week later and he said he had been busy but would ship it tomorrow. That was a month ago. Still no housing and I'm out 10 bucks. Definitely a scammer. Everyone post some info on this guy. Let's track him down.

I had a bad deal with him as well, bought the valve cover bolts and never received them. I harassed him until he refunded my money, but it took several weeks. I have his name and email for you guys...name is Nicholas Whitt. Email is whitt.nicholas@yahoo.com. File your disputes through PayPal asap.

No. PayPal handles disputes on an individual basis. You file a dispute; this means you're currently having issues with the seller. If you can't settle things, then you escalate the dispute to a claim, they wait for the seller to respond, and finally someone in front of a monitor looks at the history, and makes a decision based on their rules.

But publishing people's info on a forum? Sorry, but unless someone is well recognized as a scammer and operates under multiple names, making it necessary to publish their info, it's not worth it.

One last note. Besides PayPal, you can also pursue thru other mechanisms, like calling their local police dept., filing in small claims court (if they're local), etc. If they claimed to ship using USPS, there may also be postal mail fraud, which is federal.

(Makes me cringe to see a post declaring someone a scammer, when it doesn't seem to be a clear cut case, as opposed to a post asking if anyone else has had issues. Fraud is a crime, but so is libel. "Oops" isn't much of a legal defense, especially for the latter.)

I have no problem publishing his information. It isn't like I disclosed his address or phone number. The information I had was acquired through PayPal. I had problems with him, and he had many excuses saying he was busy at first, then eventually he said he had sent it and doesn't know why it hadn't arrived. I was also told several times before actually receiving my refund that he had sent the money, and to drop the claim, which I didn't until I actually received the cash several days after he had claimed to have sent it. Even at the end, he didn't actually refund it but sent it to me like it was a payment, costing me PayPal fees (only like 60 cents but still...) . He might not be a scammer but he's still neglecting those who have sent him money and haven't received an item or reimbursement. Right when I had the ordeal I contacted Braineack but didn't get a reply to my PM and I chose not to send another when I got my money back finally.

Meh, the guy ripped several people off so we call him a scammer. I really don't care if their was a wall of circumstances that kept him from shipping my part for 7 weeks thus far. I paid for something I did not receive. He took my money. If by some chance there was a legitimate reason why he hasn't shipped my part for the last 7 weeks, you would think he could have:

1) Emailed me informing me of the circumstances that had caused the wait.
2) Gave me my money back.

Now perhaps he broke both his hands and can't type to email me and is so poor right now he can't afford to Paypal me my 10 bucks back if he could type. However, I kinda doubt that's the case. My bet is he took my money with no intention of shipping me my part.

These two things are in contradiction and the second one is false. Paypal will not take into account any other single or multiple action against or for you when arbitrating a dispute. If you're too big of a pain in the ass, they will suspend or limit your account... but if you've screwed up a couple times, they won't hold that against you in future or current issues... as you said, everything is evaluated on an individual basis.
