I have a 1990 miata with a 1.8 swap and I through a rod and I'm at a cross road with what to do, rebuild with forced induction or Engine swap.
I'd be happy with reliable horsepower between 200-250

You "threw" a rod. Not "through."

No one is giving you a serious answer because no one is equipped to give you (a good) one. You haven't stated any goals, preferences or requirements/criteria for your decision, so we can't help you narrow down your choices.

On the other hand, the quality of your first post does say something. And based on that I'm going to recommend going with the simplest solution; buy another 1.8 from the same year miata that you got yours from and drop it in. Better yet, buy it from a vendor/shop and have them install it for you.

It is not necessary to know how a wastegate works to use it effectively. I'll stick with that.

I don't know how this computer works, but I use it..... well, sort of.....

I don't even know how my TIG welder works. Maybe that's the problem.

I don't know how my brain works either. Maybe if I used it more often I'd at least get a hint. Do your think you might be willing to try the same with your's?

Seriously OP.

Let me ask you some questions:

1) What's the most common method people on this forum use to get between 200 and 250 HP?

2) What engine swaps are available to achieve that same HP?

3) What reasoning do people cite for their choices?

Hint: Take a look in the engine section. Also the build threads section. And most importantly, use the search tool. Searching for terms along the lines of "220WHP 1990 Miata" either on our search or even on the main Google page would be helpful to you.

If you take the 15 minutes to answer those questions, you will have learned a lot, and you will have your answer to your original question.
