First time trying to dial in suspension
 
Im trying to learn how to dial in my suspension for track. The car came installed with meagans, they're pretty low but looks like they are as high as theyll go, I just took a look not actually try to raise anything. No rubbing on normal driving...but on some hard turns im getting some rubbing on the rear tires. Not a constant rub just on and off real quick. Fronts seem good, I like the way the car dives into corners. So is my first step to simply stiffen up the rears a click or 2 untill no more rubbing?

Making the damper fight the undulations in the surface won't compensate for a lack of appropriate spring rates or travel limitations.

Dealing with what you have, remove the springs and reinstall the shock. With the car on jackstands, cycle the suspension through its range of motion using a jack under the lower control arm and see where the tire hits. If you need to extend the bumpstops, clearance sheetmetal, or buy wheels that fit, you can figure it out then.

Measure the the pinch weld heights, give us details on your wheel/tire sizes, etc. Meagans are a very low quality shock, if they've been on the car for some time, you might not want to waste your time "setting them up".

The guy threw them on back in december, I bought it in February so theyre fairly new. I have another set from BC racing (unused) for another car I had that im selling. If it sells, than im going to get BC in miata spec. For now though I just want to use what Ive got. Ill try to get some measurements this weekend and post up. Def want some wheels soon 15x8 or 9 so ill prob have to change the coilovers to fit anyways.

Your should give more details on your cars current set up. What is adjustable now, tires, spring rates, alignment settings, etc. Typically shock adjustments are for fine tuning after you have your alignment, tire pressures, sway bars, etc dialed in.

If your tires are rubbing too much, either your shocks are too short, or you don't have enough spring. Damping is not the adjustment to correct that.
Beyond that, incorrect wheel offset, fender liners, fender lips need to be right for max bump travel tire clearance.
