Im currently running an ISR exhaust on my NB1 with a Kraken turbo kit. I love the design and tone of the ISR system and had planned to just add a cat to it, but im realizing that it is just too loud and would require too much modification to get it to a volume and drone level that is acceptable for me (jeez I feel old).

Im currently eyeballing the Kraken exhaust setup with the 200 cell cat, but wanted to make sure there weren't any other good options that I was missing (other than the usual suspects, cobalt, Roadstersport, etc).

My requirements are that it needs to be an off the shelf fit, have a cat, be tolerable at highway speeds, not **** my neighbors off, and still have a bit of growl with the turbo restriction accounted for.

 

Kraken kit owner here (Garrett 2560R, full Kraken exhaust w/ 200 cell cat). The Kraken exhaust fits every requirement you listed. Quiet with a slightly more aggressive than stock note while cruising, moderately aggressive but not obnoxiously loud when you get on it. At full throttle/high RPMs, the exhaust is only maybe 15-20% louder than my turbo, and sounds great. I'm in south Orange County (read: exhaust noise ticket capital of the world) and have never been given trouble for the exhaust on my car.

There's for sure some other good options out there, but the Kraken system seems to fit what you're looking for.
