Default What is the point of this part on my Bilstein?

I can't figure out what the point of this part (set screw) circled in red is. It goes inside the shoulder nut. Is it even necessary?

Is that the top of a shock shaft that snapped off?

I thought so too, but it's not snapped off. I found on a page called mazdaracers that the grub screw (set screw) is placed in the shoulder nut to prevent loosening.
