I installed my 2860rs a month or so ago, and when I approach 23psi under hard acceleration I hear a whistle/whine.

Is this a normal noise for a BB turbo? I'm concerned that my -3 AN line isn't providing enough oil. I don't hear anything that sounds like metal contact, and when I turn the car off the turbo spins freely for 20s or more. (It spins for a surprisingly long time).

 

borg warners whistle all time. every time you're in boost, they are whistling. I think it's normal.
