Default 99 in a 94 chassis won't idle right

Swapped a 99 motor into a 94 chassis, I'm using all of the 94 sensors and ecu.
99 fuel rail with a 94 fpr with an adjustable fpr on the return side set to 60psi.
It's timed to around 10 degrees (factory 99 at idle is 9-11 I believe). Set idle at 850.
Pulls 26in of vacuum.

Had bad gas originally, drained tank and replaced fuel filter. Put 2 gallons of premium in, it sat for a month. Then put 6 more gallons of premium fuel in.
And here we are now
Has a lopey idle, not sure why.Too afraid to try to drive it. When I Rev it it sounds fine but not trying to risk it.

Am I being to over cautious?

I also noticed that if I hold it at like 2k rpms it seems to have a slight miss.

Stock ECU is supposed to see 43psi base with a manifold reference. You're feeding it 60psi. [/thread]

I pulled the aftermarket fpr off and swapped in 94 injectors and it seems to be acting a bit better. It also says it has 40ish psi now.
