99 head - keepers loose in retainers?

Hey guys, got a question for those who have played with the retainers/keepers/valves in a 99 head. I talked to my machinist and he thinks the retainers are uncomfortably loose around my valve stems in the retainers. He states they have a little wiggle room which from what I hear is uncommon and makes him very leery of assembling it with them. How snug are the retainers supposed to be in the head? Like, zero play? They're pretty spendy at $11 per pair and at 16 that's an easy 170 bucks I'd rather not spend if I don't have to. I will if this is something that must be done, however.

Disregard I'm ordering a full set, seems he found a pair that were loose enough to let the valve drop (!!!) so I'll be seeing those hopefully Wednesday, maybe Thursday. Definitely taking a picture of the old keepers though!
