Street car in Cali? Need CARB? That will limit you somewhat.

I know that it'll be rare to find a CARB legal Miata so it is not a limiting factor. If there is one, then great, but it won't limit my search. Willing to be outside of California as well.

What is your budget? That will help narrow down a lot of cars. If you want top shelf and are willing to pay for it then there is no reason to buy a $5000 car that is ragged out. On the other hand, if you are looking to spend $5000 then you and I have nothing to talk about....
Sorry if that makes me sound like a dick, but if you look at my build thread you will see I have cut no corners and spared no expense. I enjoyed doing my build and would be happy to do it again, but since I have only about 2000 miles since completed my car will not, in my opinion, have depreciated and will be at the upper end of the price spectrum.
BTW, your goals are also important. Some "well put together" cars are on stock internals and make 220-250 whp. My car should easily make 400whp on a Dynojet.
