If you are actually asking if you should put it after the throttle body, IE: On the intake manifold, the answer is no. The BOV exists to keep your turbo from surging by relieving pressure in the intercooler piping. It cannot do this if it is placed after the throttlebody, because the throttle plate is closed. It opens when the manifold goes into vacuum, but the intercooler piping is still pressurized. At this point the manifold has no pressure to vent. It all stays in the charge pipes. You might as well not have a BOV at all.

If you're asking if it should go pre or post intercooler it doesn't matter much. I have read that having it close to the throttle body helps provide a larger "cushion" of vacuum, which can help eliminate surge. If you are running high boost or have a small enough turbo that you spool at low RPM and with partial throttle this is an advantage. If not I wouldn't worry about it.

How long the vacuum line from your manifold to your BOV is probably of equal or greater concern to most people.
