Default Hesitation on a cold engine

Hi guys,

I have this issue when i start the car when the engine is cold i cannot rev it over 1500-2000 rpm until its warmed up.

I started to look everyday before i start the car on the water temp and IAT
in a day with 10* the car ran perfect
in a day with 15* i had the issue
in a day with 13* i had the issue
when i leave the car in an underground parking its around 30* and i am also having this issue.

I thought it was something with the WUE although i used the automatic option, it set the values from 30*-60* to 100 (which means its off) so i dialed in some numbers going linear from 20*-60* and still the issue persists.
I also tried to increase the number of the WUE live, i saw the temp and i increased the value of the WUE while the engine is running and still the issue is there.

Issue was resolved, the issue was too much fuel, but when i decreased the fuel via fuel ve table, i was too lean when hot but ok when cold, i found that the MAT air density can change the entire fuel table from rich to lean according to the intake manifold temp, so by changing it and making the afr leaner on cold (12-13) solved the issue. Thank u for the help!
