And which FMVSS says so? searching with NHTSA reveals nothing of which you speak. Lots of talk about the 25year exemption. and they made r32's in 89 anyway

yeah.

I don't know, I found it once because I want a Defender. It's convoluted and not in the same area as the safety exemption, it may be with the NHTSA emissions restrictions.
