Harness bar legality in NASA
As I was thumbing through the CCR checking on a few things I noticed Regulation 15.6.22 read different then I remember.
I had the cage installed about a year and a half ago and had printed the 2011 CCR up for the cage builder, He primarily builds drift cages but has done chump cars and the like before, and I don't recall that rule at all. I basically had him replicate a TC Designs cage and upon pick-up i noticed my harness bar as pictured below. I remember reviewing the CCR and it not being a problem. My question is can I get away with having a connector bar installed or will I need to cut out the harness bar and have a new one installed?
15.6.22 Shoulder Harness Bar
The shoulder harness bar shown in the cage diagram (below) as bar “H” – “G” must meet the minimum
dimensions required for the cage design for the specific vehicle. The bar must intersect the required diagonal
bar, but need not remain in the same plane as the main hoop (e.g. May bend aft-ward to allow more seat room
behind the driver and /or passenger seat(s); as long as it intersects the required diagonal). The harness bar
need not intersect the main hoop at any specific location (vertically), however the bar should be installed
horizontally (parallel with the ground).

Hmmm... I do not remember that either. My harness bar, though certainly adequate, does not meet that, and no one ever called me on it in tech for three years running. I doubt you would get hassled for it except maybe at Nationals?
You know, forget that comment. My harness bar is an add-in, as right now I am only running TT and do not need a full cage. So the same rule does not apply if you are using this for W2W.

With the harness bar being also the main hoop cross brace, it is required that the harness bar will intersect with the diagonal.
Having a connector between the two will make it perfectly legal, only note that the connector has to be placed at 90 degrees to the HB and horizontal to the ground.
