Default Engine build, internal?

Hey guys I'm having trouble,
Firstly I have a '95ish 1.8 long block and head sitting around,
Is that year block worth sending out to be remachined(low compression in cyl 1)
Are there any differences in block from my DD '99 turbo?
And worth building with forged internals?
If so, there are so many options from brands to compression ratios for pistons and connecting rods etc.

My goal is building a reliable, strong, powerful, worry free, engine.
I'm looking for 18-20psi on 93 octane with methanol and the occasional use of N2O(125 shot)

Summary of current setup,
'99 NB 5sp, custom T3/T4 turbo setup, exhintake, toda cam gears, MegaSquirt 2 (which I've sent out twice, still not installed) begi manifold, turbosmart manual boost controller, stock injectors, stock ignition, stock fuel system.
Haven't had a true boost reading yet(untuned) runs 5psi sometimes, ran 12psi for about 10 minutes(after exhintake swap) until first manifold cracked/broke.

Have yet to install- methanol, COP conversion, nitrous, etc.

Regardless, I'm going to build it fully, I just need help with which internal parts to buy and to which specs ( ratios, Bore, brands)

Please help, I've reasearched alot, but just going in circles
