In theory, the rivits used to rivit the Vin to the dash are a special size and color that are not available to consumers. In NJ at least, tampering with thebOEM rivets is considered tampering with a vin plate and can land you 4 years in jail. Supposidly you can have the dmv inspect the car and have a new vin plate installed here. Check your local laws on it, or just do what everyone on the internet says and rivit it on (if it matches the chassis vin, it should be no issue.)

The DMV in much of this state is lax as f. Probably much more so in Havana San Juan Santo Domingo au Prince Miami near him. Use regular pop-rivets and darken them with a Sharpie and it will be fine, especially if it matches the chassis VIN. They aren't going to question a clean cut white boy in a seersucker jacket and $300 Maui Jim shades.

**** I have not swapped vins on any of the 3 dashes I have swapped. Never had an issue with cops, I figured if they ever ask I will show them the VIN on my firewall that matches the title. Its not like the majority of other vins match on my car.

I put my MSM interior into the 10AE, I left the MSM vin on the dash.
When I went to the DMV to register the 10AE, they do their inspection to make sure the car was roadworthy. Course the dash VIN didn't match the title. They didn't care that the rest of the car had VIN that matched the title, since the dash one didn't they wouldn't do anything... referred me to the state police that was scheduled 3 months out.
**** that.
Phil mailed me the vin plate off the 10AE dash he still had. On the NB dash at least, you can easily pull the old plate off the dash with a screwdriver and light prying, and you can just push the new one on by hand.
10 minutes of futzing around with that, went back to the same DMV that busted me a few days prior and they let me register it no problem. Thankfully they don't keep notes, haha.
TL;DR make the VINs match.

Verify the pump and relay are actually working. With the ignition in the run position jump the pins in the diagnostic box and see if the pump starts ...pumping.
Disconnect one of the fuel lines under the hood for a more visual indicator. Fire extinguisher and swisher sweet are optional.

Get aroach clip length of wire and jump FP and GND. This should work for OBD2 Miatae but I'd have to look it up for older cars. What year is your Miata?
