Even though self-published in 1971 (no-one else would), I'm willing to wager that it contained a standard copyright statement. Copyright law applies automatically in any case, regardless of whether the author intended to enforce his rights or not. |

In all seriousness though, there are a number of large districts out there that have some of the highest per-student spending with the poorest performance indicators. Mecklenburg county (Charlotte and surrounding areas) ranks right up there in big bucks for piss poor performance. |
