I'm looking for a report I saw recently that compared the cost of living in various states to an average income, both relative to a baseline.

For example, California had a COLA of +30% and an income adjustment of +20%. Or Manhattan was +50% / +55%. (Neither are the actual stats, just made up for illustrative purposes.
