Default Budget Build thats maybe not a budget build anymore

So I got my 1994 miata about two years ago because it was the only RWD manual car I could afford. My goal for the car was to make a fairly quick car that was cheap. I want to make it an well round car that can do everything I need. This would include being a daily driver, the occaional parking lot drifting, a lot of canyon driving, and the occasional track day. It doesn't need to be the fastest but it should be fun. Right now it does all of that but it could be better so I decided to turbo it. The car has lost value since I got it mainly becuase the paint started fading and chipping and its gotten backed into a couple times when I was parked on the street. I don't think I would get much if I sold it so I just plan on driving it until the engine blows or I put it into a wall. Right now I am collecting and installing stuff to get ready for the turbo. The setup will be a T25 on a weld el manifold. I will be running megasquirt. I actually had it running NA on the megasquirt but I took it out for a smog check and need to put it back in.
So my plan as of now is:
1. reinstall the megasquirt
2. make a fan shroud for some spal fans I have(to free some room for the 2.5in intercooler piping)
3. install interfooler
4.install force flow 610cc injectors
5. make oil and water lines with AN fittings
6.install boost guage
7. drill and tap oilpan
8. weld up a downpipe

Now the part I'm not sure about. I was thinking about running the car at low boost at first. The reason for this is because I am in Michigan for the next 2 years and there don't seem to be tuning shops expirenced with miatas and megasquirt around here. I know there are several back in SoCal. The other reason is that I changed my clutch about 10,000 miles ago before I decided to turbo it. It's a stock clutch and I know it won't hold the power that a turbo will add, but it's a PITA to change and I don't really feel like doing it again just yet.

I have a 5psi wastegate actuator laying around and was thinking of using this for now. I was also thinking that I would keep the stock exhaust for now to limit the power and noise. My friend and I have tuned a CBR600 engine with a motec ECU on a engine dyno so I believe that we can create a tune that won't blow the engine, but we've never tuned a boosted engine so I could be wrong. I also work at a engine testing facility so I most likely could get some help tuning from coworkers.
I was thinking that after I drive back to LA I can change the wastegate actuator, clutch, and exhaust. Then I could take it to get tuned at a shop.

I know that I should just do it once the right way, but I don't have access to a welder or as many tools back in LA so I want to get most of the fabrication done here since I can do it pretty much for free. I at least need to weld up a downpipe.
For the exhaust I was also thinking I should weld one up while I'm here but driving 2000 miles back to LA with a loud exhaust isn't really what I'd want to do. I'm also not sure what I want to do with the exhaust. I think the stock exhaust is about as loud as I want because I do a lot of canyon driving at night and don't want to **** off the people who live in the area. I know the turbo will quiet it down but I'm not really sure how much since you really can't tell from videos.
For the exhuast here's the routes I've been thinking of(not considering the location problems):
1. just run the stock exhaust even though I'll be losing power
2. make a 2.5 or 3in exhuast with resonator and muffler
3. put a v band on the stock exhaust and a v band on a 3in straight pipe and be able to switch them fairly easily if I wanted to

So do you guys think its worth it to run low boost until I get back to LA? Any suggestions of what you guys would do? It's kinda an opinionated question but I figured I should get the opinions of people who have turbod their miatas before I potentially do something asinine.
