Default CXRacing GT25 Chinacharger on NB1

To start off, I'd like to explain that I'm not looking for big power on my Miata. Probably sub 200 with fast spool.

I found this turbo on eBay, and decided that along with it's AR and overall size it should fit my needs. GT25 Turbo Charger Turbocharger T25 0.48 A/R For 240SX CA18 KA24 Civic Miata | eBay
However I do have some questions about it:

Has anyone run this turbo on their car? I had some difficulty finding people with this specific turbo.

The wastegate is set stock at 13psi. My current plan is to run at wastegate while running a software dyno. I'll then drive the car carefully, only hitting boost in 2 psi increments. Each time I'll plot horsepower vs. boost and see where the turbo is producing enough boost for my power goals.
From that boost pressure then I'll order a spring that would be a tad lower than what I'm looking for, so that I can run a MBC (hopefully EBC later). Does that plan sound like it could get me safely to my power goals?

- I have heard that putting in a wastegate spring that is far lower than the stock spring can lead to "fluttering", where the wastegate doesn't close shut properly.
