There are a whole bunch of reasons you aren't getting "helpful" replies, I'll break them down for you
1. This is a forum, not facebook. This is not Vietnam, there are rules here (more like guidelines) that you have completely ignored. I'd recommend you to go to the Meet & Greet Section and start a thread. Tell us about yourself, your mechanical aptitude, your car, your cat, whatever. Post pictures, we ******* LOVE pictures. We consider this a community and we'd like to get to know you. I know you didn't do this because your join date Feb 2021, you have 3 posts, and they are all in this thread.
2. You told us **** all about your car. I had to click on your user profile just to find out you have a 1991 Miata and that's literally ALL I KNOW at this point.
You didn't tell us what engine is in the car,
you didn't tell us which turbo you are using,
If this is an off the shelf kit or something you welded up from random plumbing fittings you found in your parents basement.
We don't know what you are using for management: boost control, fuel or timing
3. The only things I CAN tell from your pic is you have what appears to be a hood dump pipe, there appears to be a wideband sensor in it that is sure to die a quick death, and your valve cover breather isn't hooked up and you have no goddamn air filter. All of these things are fairly ignorant and we tend not to tolerate such stupidity around here.
4. You haven't told us what the actual problem is, nor the steps you've already taken to try to fix it.

It has a second hose attached to the nipple at the base of the actuator, below the crimp. That line is connected to a fitting on the face of the compressor housing. Please ignore my disconnected valve cover vent and my lack of air filter, I'm replumbing the vent through the filter so that it stops dripping oil on the manifold.
I've never had a turbo with a dual port wastegate actuator so I'm not sure where this second hose is supposed to be hooked up, or if its even required for my application.
Please let me know if there is any other info I can provide. Like I said I'm pretty new at this but I'm willing to learn. I appreciate you guys taking a look and helping me out. Thanks!

EO2K actually just told you how to solve all of your problems if you read his last reply carefully. At least, as far as any of us can tell so far.
I was kinda hoping he'd come back so we could figure out exactly WTF was going on here, but if OP isn't willing to provide basic info how the hell are we supposed to help?
Its got the boost signal going to the bottom of the wastegate, which makes me think they were trying everything possible to hold the wastegate closed, thinking thats why it isnt building boost. The real reason it isnt making boost is hard to say.
Maybe the turbo is shot... Might have something to do with rain and acorns falling into the exhaust side when it sits, and then rocks and sand getting sucked into the compressor side when its being driven.
To answer the initial question; yes that nipple is normally connected to the high-pressure side (outlet) of the turbo, either directly or via a boost controller. It is there to actuate the wastegate to stop the turbo over-boosting.
Maybe the turbo is shot... Might have something to do with rain and acorns falling into the exhaust side when it sits, and then rocks and sand getting sucked into the compressor side when its being driven.
I'd be more afraid of some asshat pouring a bottle of water or dropping a handful of pocket change down the exhaust side. Not that I'd ever condone such activity, of course. I wonder if it even has a turbine wheel anymore?
