So I'm about to plumb my HY35 holset for oil feed and am wondering if it should have a restrictor or not? I don't know what the oil presure of the dodge diesel trucks tipicaly is, if you have any insight please let me know thanks!

cool thanks guys I dont want to have any more problems, I already found that the turbine housing was cracked by the internal waste gate hole, but im welding that shut so I hope it wont be a problem.
Every other Subaru STi turbo gets a crack like that past 40k miles jfyi. It is never a problem. Don't think you'll have any problems.
Make sure to weld it PROPERLY though. There's a process to welding cast steel like that. If you do it wrong it will hold for all of a few days.

Assuming the turbo goes on a Miata engine, you MUST use a restrictor.
What dictates restrictor or not is what pressure is going to be feeded to it, not where it came from.
The Greddy kits have it included, like I learned the other day, so there is no need as it would be redundant.
