Is there a difference in a t2, t25, and a t28 flange?

I have decided to piece a kit together for my 2000 Miata and just bought a manifold, dp, and ss oil and coolant lines off a 2000 with a gt2554r. I am trying to find the turbo I want to run but all the Garrett turbos I see are t25 and t28 flanges does this mean they are t2 or are they different?

I'm kinda confused. Everything I have found on google acts like t2 is the same as t25 and I know t25 and t28 are the same. So my thinking is t then the first number is the flange is that correct? So if there was a t35 it would still be a t3 flange not a t35. If anyone can clear this up it would be greatly appreciated. Thanks
