The stock 13t wastegate is pretty big to begin with so it can probably cope with the increased mass flow when a 19t wheel is fitted.
I'm guessing the 08 wrx td04-19t uses the same wastegate size as the earlier 13t ones?

Yep.

And if its enough not to overboost on a big 'ol 2.5L that generates a bunch more exhaust gasses than our 1.8 BP, I'm pretty sure you won't have any problems.

I'm assuming this item can fit the 13T as well?

Mitsubishi TD04HL Turbine Wheel 9 Blades Spool faster

And if so, how much real benefit is there?

Leafy, can you link to the STS turbine you speak of?
