if those temps drop while boosting, it's fine, if they rise or stay the same the intercooler is not doing its job right. I get heatsoak as well but when boosting the temps drop from what I am at cruising.

thanks- could you tell that's not a Miata engine?

Yeah, probably not heatsoak, so much as sucking in all the air around the turbo/exhaust, and not getting that air out effectively.

If the air being sucked into the intake is 10* above ambient, what does that actually translate to once it's gone through the turbo and I/C?

I don't know what the air going into the intake is, but I can throw this out based on my tiny IC.
Ambient = 27-28c
IAT post IC cruise = 30c
IAT post IC after a 15psi run in 4th from 2k-7krpm = 50c

OK today is warm.... 24-25C. Cruising on the freeway boost or no boost, my IAT is about 40C.

Soon as I stop moving, it climbs crazy fast.

Where's your IAT sensor located? right before the tb in the coldside pipe?
Curious to see what repositioning the filter does.
My IAT barely rises when sitting at a traffic light- just checked a log.
