Default DIYPNP '97 Miata

I finished putting together the DIYPNP MS kit for my '97 Miata by following the instructions on Diyautotune's website. I plugged the MS into my desktop via a usb to serial connector and powered it via a dc power adapter. I'm getting the following error. Any troubleshooting suggestions? I know this usb-seral adapter works because I use it to work with my networking equipment(routers/switches).

First, please check to make sure you have 5 volts on VREF when the DIYPNP is powered up.

I posted a picture below of what my multi-meter displayed as I don't wanna say anything wrong.

Your multi meter is set to AC change to DC, 4 clicks left.
