I think you had the cam timing right the first time. Supposed to be 19 teeth between the notches on the cam wheels. Looks right in the picture.

 

it was off a tooth... it's correct now, but the car still doesn't want to start.... it's been raining steady all week, and I haven't felt like messing with it. I need to check that my timing plate is on correctly, and a couple other things on sunday, and I'll try again.

Hopefully it's something dumb, and I can get it running nicely very soon!

19 teeth between.... notches on cams line up where they should.... it's correct as far as I can possibly tell.
