Crank doesn't rotate freely after main caps torqued

so it is not a must in most cases to line bore when using correct caps ? I am not quite sure if my engine builder have possibility to do that, but maybe I just belittle him a little

My builder checked main bores after fitting the caps with ARP bolts and found it was within spec and no need.
