Default Idle Speed Control Valve - Should It close all the way?

Hey Guys this is on my 2001 with an idle that is out of control - was 1500, then climbed to 3000 RPM. It's not any settings in MS, been running fantastic closed loop for months and it's not a vacuum leak. I pulled the TB to check to see if the throttle plate was stuck, no. So pulled the idle control valve off to inspect and test.

Does anyone know if the idle control valve is fully sealed in the closed position? It has about a .050" gap when in the closed position. You can see the light as I stick a flashlight on the port here, that's when the valve is pushed all the way down. The valve does move up and down when pulsed (using testing mode in TS) but it just isn't closing all the way. Is this normal, not - thoughts?
