Default Installing cam shafts, engine Top dead center ?

I apologize in advance, this is probably a stupid question but I’m putting a build motor back together an I am triple checking. Before installing the cam shafts, the engine needs to be TDC right. Piston #1 at the top of the block? Fully flush

Non interference engine (unless you've got some serious deckage), doesn't really matter.
