Default LS Coil Issues

Hi guys was finally able to get the car up and running after a long winter. I recently installed d585 coils and followed the FM procedure as I'm running a hydra ems. Issue I'm having is I believe a misfire from around 4k rpm and up. Of course my USB to serial adapter crapped out on me so waiting for that to arrive. What I found odd was I touched the metal bracket holding the coil and got zapped. That cant be right, so whered I go wrong? Any help is greatly appreciated.

That's a problem. Junkyard coils or new replacements?

The coils were bought used, missed a ground wire on the sub harness which resolved the hot coil mount lol but am still experiencing a misfire. Is there any way to bench test the coil? If not probably going to order a new set and know they are working.
