Its a 94 block with acl race bearings, mtuned rods, supertech 84mm pistons, and a 99 head. The water and oil pump are oe...something like 6k on the motor since it was built I think.
Also while I have everything ripped out should I swap anything out or new seals, bearings, and send it?
Yeah, if coolant is getting into the oil, then you need to fix it.

Looks like you are very ready for a rebuild. I'd carefully check your bearing surfaces, if they've been digging into your crank or rods you'll need to source new ones.

There is a small possibility that coolant-in-oil contamination can come from a leak in the stock water-to-oil heat exchanger that mounts behind the oil filter. If there aren't any other symptoms (smoke, bad leakdown, etc), I wouldn't tear it apart until you've checked that.
150psi compression test, 3% - 7% leakby with a 100spi leakdown teat.
I had a oil in my coolant a few months back, pulled and tested the head, reinstalled with a commetic head gasket and torques the arp head studs to 60ft lbs in 3 stages.
I also tested the stock oil cooler at 100psi (coolant route) and it was good too.
