Is the neutral safety switch the same clutch switch that is used for launch control? I was wondering if you would be able to bypass the neutral safety switch and still use launch control/flat shift.
In the '99 it is not. The '99+ has two switches. One on the floor that is the clutch interlock switch and another that is normally depressed but when you let the switch off it lets off. I bypassed the interlock switch by cutting the wires and twisting them together. The other I tapped MS into.
The neutral switch is in the gearbox and is there for load/no load distinction for the stock ECU. I datalog it (as well as the clutch and brake switch) so I know.

There are two separate switches, but on many models they're both wired to the same ECU terminal. But if you want to bypass it, I'd hack the starting circuit rather than trying to remove one switch and leave the other in place.
i though one switch (one closest to firewall) is the "make sure pedel is pressed when engine start" and the other (one closest to driver seat) was the "disengage the cruse control"
what one is the one that gets the signal for the flatshift/launchcontrol?
I want to know cause i have FM's clutch bypass on the one on the firewall, so i dont have to press it to start the car

The switch at the top of the pedal is the one connected back to the ECU, and hence the one that can be easily tied in for use with flat shift/launch control with the MSPNP. And yes, the neutral switch is connected to the same circuit, which I'd recommend changing (snip) for serious use.
