Airbag Module Question

Picked up a '97 that had the airbags deployed that I am getting ready for my Grandson when he gets his license.
I have airbags, but before I installed them, I put a 3.3 ohm shunt at both positions and the airbag light still burns steady.
Do the modules self-destruct when activating?

Did some more reading, and once the module has fired, it definitely needs to be reset.
I had a computer from a '96 I had torn apart; put it in(Real bitch to do) and it is fine. New airbags are in place, but not wired. Both positions are left with a 3.3 ohm resistor and the airbags disconnected.
For anyone that wants to change out the module, you need to remove the dash and the unit holding the heater core to get at it.

I swapped a module out of my parts car into a 93, definitely took some acrobatics for anyone more than 12 years old. Didn't have to tear dashes out or anything; but removing the metal plate beneath the steering column is a must.
