Could be a trick question. As the water travels faster it will actually transfer more heat as it goes from laminar flow to turbulent flow(higher reynolds number) both in the motor and in the radiator.

The radiator getting colder at idle and then cooling the motor suddenly when the rpm's rise is probably a function of bad flow somewhere in the first place; since the pump is capable of moving quite a bit of water at idle. In a well functioning system you shouldn't see the type of change indicated by Doppelganger

It takes it from the heater core to the upper radiator hose.
