Just figured I'd share the source I eventually found for new OEM fog lights on my 10AE. The fog lights in the link below will work on 99-00 without modification.

At one point I thought they were completely discontinued, as that's what several websites state. But I've bought two within the past few months and they work great; much better light output than the originals.

One thing of note... the new lights will only mount in the original bracket upside down. The only issue with this is the "drain" on the back of the housing cap will now point upwards, allowing water to get in the housing. This happened to me and burnt out a bulb, but otherwise no ill effects. Just cover the hole.
