Okay if your having this problem the first thing todo is is swap out your cooling fan relay with your
nts (nighttimesystem) relay

It's a relay marked la10 the cooling fan relay is located in fuse box under the hood and the nts relay is located on drivers side close too the fire wall in a plastic housing along with 2 other relays

With your recorded readings.

Do you have 12V between ground and the White/Red wire from the BTN fuse (Main fusebox, right rear corner of engine bay). If no, check BTN fuse. If Yes, then

Do you have 12V between ground and the White/Blue wire leaving the TNS relay (left rear of engine compartment) with the lights switch on. If No, connect the light green wire from the TNS relay to ground and recheck. If still no, check for 12V between ground and both of the White/Red wire entering the TNS relay. If you have 12V on these two and nothing on the White/Blue with the light green connected to ground, your TNS relay is bad. If you have 12V on the White/Blue then

Do you have 12V between ground and the Red/Black wire leaving the Tail fuse with the lights switch on. If no, do you have 12V on the White/Blue wire entering the Tail Fuse. If no then you have a break in the White/Blue wire. If yes then you have a bad fuse or fuse holder. If you have 12V on the Red/Black wire where it leaves the fuse then you have a break in the Red/Black wire somewhere downstream.

Had this issue and everything tested good. Got a new multi function switch and still didn't work. So Today I decided to look at wiring diagram again to see what everything had in common. I noticed the dimmer switch controlled most of the grounds on that circuit(G202). The wiring and switch tested good,so confused that I have up and went to go put it back together. Well the dash lights and everything else turned on, idk what happened or what I did but maybe it was just loose. Either way, unplugging it and plugging it back in worked for me.
