Unhappy High Idle with IAC plugged in, normal without

Hey,
before I start I want to say that I already did some research, but coudnt find any awnsers to my specific problem. Also standalone ECUs are pretty much Illegal here so finding someone to tune it for me is not easy which means I'll need to do it myself.

The Cold Start Idle on my 1992 Turbo Miata is at 2700RPM with the IAC Plugged in, when I unplug it it drops down to a relatively "normal" but bouncy ~1000RPM. I haven't found any vacuum leaks yet, which this would confirm not to be the problem but I also havn't checked 100%.

I've tested the resistance of the IAC at around 12-12.3 Ohm and My ECU is set to Open Loop aka PWM Warmup in Tuner Studio after having even more problems on Closed loop.

My RPM Gauge in the Cluster currently dosnt work. I don't know if that has anything to do with it.

I lost the Log with the IAC Plugged in but I will attach the Data Log with the IAC Unplugged.
And Yes I know my AFR is really messed up but first I want to get the Idle right before tackling the AFR Problem, unless they are related.
